Grace FU Hai Yien Grace Fu Hai Yien DCMG MP (born 29 March 1964) is a Singaporean politician. A member of the governing People's Action Party (PAP), She was appointed as the Minister for Sustainability and the Environment by Prime Minister Lee Hsien Loong.
Early career
Fu began her career with Overseas Union Bank (OUB) as an auditor from 1985 to 1988. She then joined the Haw Par Group, where she worked in corporate planning, financial control and business development from 1991 to 1995. In October 1995, Fu joined the PSA Corporation as an Assistant Director (Finance). She took on additional responsibilities as Vice-President (Marketing) and assumed the position of Financial Controller of the PSA Corporation in October 1998. She was promoted to the position of Executive Vice-President (Finance) in January 1999. In April 2003, Fu was appointed chief executive officer of Singapore Terminals. In 2004, she became the chief executive officer of PSA South East Asia and Japan, where she was responsible for the business performance of PSA's flagship terminals in Singapore, Thailand, Brunei and Japan. Fu has been a non-practising member of the Institute of Certified Public Accountants of Singapore since 1992.
Political career
Fu was one of 24 new PAP candidates formally introduced by Prime Minister Lee Hsien Loong ahead of the 2006 general election. She was elected in June 2006 as a Member of Parliament (MP) for the Jurong Group Representation Constituency (Jurong GRC). Development
On 1 April 2008, Fu was promoted to Senior Minister of State at the Ministry of Education and the Ministry of National Development. At the 2011 general election, Fu was elected as the MP for the Yuhua Single Member Constituency. She defeated the Singapore Democratic Party's candidate Teo Soh Lung by 14,093 votes (66.9%) to 6,986 (33.1%). Following the election, Fu was appointed Senior Minister of State at the Ministry of Information, Communications and the Arts and the Ministry of the Environment and Water Resources. In January 2012 Fu expressed concerns over the planned 36–37% income cuts for ministers, saying that if ministerial pay was further reduced in the future, it would "make it harder for anyone considering political office". Her comments contributed to the ongoing public debate over compensation and motivation of public officials, and were subject to criticism from Internet users in Singapore. Others defended her remark as fair, supporting her position that loss of privacy and public scrutiny adds a large personal cost to public positions not found in the private sector.[8][9] On 31 July 2012, Fu was promoted to a full Minister. She is the second woman in Singapore's history, after Lim Hwee Hua, to hold this status. She was Minister in the Prime Minister's Office, Second Minister for the Environment and Water Resources and Second Minister for Foreign Affairs from 2012 to 2015. Since 2015, She has been the Minister for Culture, Community & Youth, and was the first female minister to helm a ministry. In 2018, Fu appeared in the seventh episode of television drama dialect series Eat Already? 4 as herself promoting the ActiveSG. She has served as the Member of Parliament (MP) for Yuhua SMC after the 2020 Singaporean general election. She was elected as the People's Action Party Central Executive Committee Organising Secretary and an advisor of Yuhua SMC Grassroots Organisation. She is also appointed as the Minister for Culture, Community and Youth from 1 October 2015 to 26 July 2020. She has served as Leader of the House from 1 October 2015 to 23 August 2020.
Education
Fu was educated in Nanyang Girls' High School and Hwa Chong Junior College, before going on to the National University of Singapore where she completed a Bachelor of Accountancy (Honours) in 1985 and a Master of Business Administration in 1991.
Personal life
Fu is married to technopreneur Dr Ivan Lee and the couple has three sons. Her grandmother, Liew Yuen Sien, was the principal of Nanyang Girls' High School. Her father, James Fu, was previously a leftist journalist who eventually became press secretary to then Prime Minister Lee Kuan Yew. Her mother was a nurse.

Grace Fu finds place in history with two firsts For the first time in Singapore's parliamentary history, a woman will helm a ministry of her own as a full minister. Ms Grace Fu, 51, will be the Minister for Culture, Community and Youth, taking over from Mr Lawrence Wong, who will head the National Development Ministry. In addition, Ms Fu will be the new leader of the House, the first woman to be given the appointment. The new government line-up, announced by Prime Minister Lee Hsien Loong yesterday, will also have the highest number of senior women office-holders, following the promotion of Ms Sim Ann to Senior Minister of State. Ms Sim, 40, will swop her current portfolios for jobs in two ministries: Ms Fu's MCCY and the Finance Ministry. She is now Minister of State for Education as well as Communications and Information. The changes will take effect on Oct 1. With Ms Sim's promotion, the number of women in the senior ranks of government rises from four to five. Apart from Ms Fu, the other women are Senior Ministers of State Indranee Rajah , 52; Josephine Teo, 47; and Amy Khor, 57. Both promotions were cheered by Dr Khor, who told The Straits Times they were well-deserved. "They are, once again, an encouragement and inspiration for women in Singapore," she said. Ms Fu's promotion is a singular achievement as she will head a ministry of her own in the new five-year term. Although Mrs Lim Hwee Hua was Singapore's first full woman minister, she was Second Minister for Finance and Transport when she lost her Aljunied GRC seat in the 2011 General Election. In 1991, Dr Seet Ai Mee had barely taken charge as Acting Minister for Community Development when she lost her Bukit Gombak seat in the general election. The latest moves, however, do not go far enough in the eyes of women's groups like the Association of Women for Action and Research (Aware). Ms Fu's promotion represents progress, but at "a rather leisurely pace", Aware's executive director Corinna Lim said, adding that the number of office-holders remains at six, with Ms Low Yen Ling as parliamentary secretary. On the other hand, the total number of office-holders has risen by four, to 37. "The under-representation of women in government remains very, very stark... the Government has the capacity to show leadership in making women leadership a strong priority," she said. Aware was hoping for at least 22 per cent of full ministers in the new Cabinet to be women.
Who is she?
Grace Fu Hai Yien is the second female to be named as a full minister in the Republic of Singapore. In a cabinet shuffle on July 31, she was named minister in the Prime Minister’s Office, second minister for the Environment and Water Resources and second minister for Foreign Affairs. Grace Fu excelled in her business career from 1985 to 2006, working in the Overseas Union Bank, the Haw Par Group, the PSA Corporation, and Singapore Terminals. Prime Minister Lee Hsien Loong introduced her as one of People Action’s Party new candidates for the 2006 general election. She was elected a member of parliament and appointed a minister of State for the Ministry of National Development in August 2006. Singapore's Minister for Culture calls on companies to lead the way with diversity
Singapore's Minister for Culture, Community and Youth Grace Fu Hai Yien has called on companies that have a presence in the city-state to take the lead in championing diversity, saying doing so would provide a catalyst for others to follow. "By having companies to take the lead, and hoping that you will house a change in the employment market ... I hope that that will drive the change in the economy," she said, speaking at the Dell Women Entrepreneur Network (DWEN) Summit in Singapore on Monday. "In Singapore we tend not to use policies too much that will affect competitiveness and also business conditions, so we always move quite rigidly when we get to issues such as HR practices, workplace practices. "We're not using policy as a lever; we're using funding to encourage companies to take the lead. And I think in this case, Dell definitely has been a frontrunner for us and we hope that will continue to be a role model for us." With Fu being the first woman to have a ministry in 2015 -- now there's four, including the president -- she has used her platform to advocate for women. She said the government can only do so much, which is why it is up to the companies that operate in Singapore to take advantage of the legislative changes the government has introduced. "The government does not have all the solutions; how do you change a societal perception of what women should do versus men, where should women be working, whether a woman should be working at all," she explained. "Societal biases are laced heavily on Asian values -- Asia is very different from one country to another. Singapore does not represent -- in Singapore we take for granted some of the very basic conditions that empower women. "These societal norms are not something government can change by mandate, it requires all of us to first work as role models to show that we can do it, we have greater contribution in the economy -- instead of having me at home looking after children I can create jobs for 20-30 or even 200 men and women out there and I think when we start to do that, start to send a message, we will start to shift the societal expectations." The government has introduced flexible work arrangements, such as maternity and paternity leave, parental leave, and elderly care leave. It has also focused on educating women at any age. Fu said it's created an environment that is more supportive of women and families. "Across Asia, demographic shifts, the rising level of education for women have had a direct and large impact on the economy ... it's catalysed a virtuous cycle that will benefit the economy," she said. "We need women around the table to equally cast our eyes on the present and the future and ask ourselves what can we do to live behind a great legacy for ourselves to create a better place for ourselves." They will bring with them their own beliefs, expectations and attitudes towards National Service. As their commander, it is now your duty to lead them; to mould them into a cohesive fighting unit; to instill in them a deep sense of purpose; to help them understand that they have something precious worth defending. Serve with pride, honour and integrity at all times. I am happy to see that on parade today are two International Officers - one from the Royal Thai Army and one from the Vietnam People's Army. Mdm Speaker, from 2008 to 2012, an average of 4,100 new Permanent Residents (PRs) and 4,100 new Singapore Citizens each year were foreign spouses sponsored by Singaporeans. Of these, about 82% of the new PRs and 92% of the new citizens were female. In the same period, an average of 4,400 PR and 580 citizenship applications from foreign spouses sponsored by Singaporeans were rejected each year. Of these, about 90% of the PR applicants and 86% of the citizenship applicants were female. Each PR or Singapore Citizenship application for a foreign spouse is evaluated carefully to ensure that the marriage is stable and that the sponsor is able to support the family. Those who do not qualify for PR status may be granted a Long-Term Visit Pass or Long-Term Visit PassPlus for them to remain in Singapore with their families. Statistics on the proportion of Singaporeans who were not in their first marriage and sponsoring foreign spouses for PR or citizenship are not available at this time.
